The COSATU unions to the PSCBC announced yesterday that they will hold a protest march to the offices of National Treasury and the DPSA on 23 April 2015 in Pretoria.

It is unclear if the protest action will be protected. At this stage NAPTOSA does not have a mandate to participate in the protest action. Members should, however, note that, whether or not the protest action is protected, the employer will, in terms of the provisions of the Labour Relations Act, in any event be able to apply the principle of “no work, no pay.

The conciliation of the wage dispute is still in progress and is scheduled to resume on 21 April 2015, whilst the period 28- 30 April 2015 has also tentatively been earmarked should convergence of demands and offer not be achieved in the meeting of 21 April.

Members are requested to remain patient and allow the conciliation process to run its course. It must be remembered that, irrespective of the date on which an agreement is reached, the wage adjustment will be implemented retrospectively with effect from 1 April 2015 – in other words members will receive back pay. At this stage members of all the public service trade unions find themselves in the same boat.
