Teacher Laptop Initiative  (TLI)

Since the TLI was announced in a Government Gazette in May 2009, the project has dragged on unsatisfactorily. 


On 15 February 2012 Minister Motshekga announced
“ We will turn the Teacher Laptop Initiative into an effective tool for entrenching Information and Communication Technology (ICT) in teaching and learning, in line with the White Paper on e-education.   There were challenges in the initial roll-out which we are ironing out in consultation with unions.  An announcement will soon be made.” 



In her Budget Speech on 17 May 2012 the Minister of Basic Education said:
  “Implementation of the Teacher Laptop Initiative is back on track with more teachers enabled to access this resource. Work on a new funding model, procurement and administration processes to strengthen the initiative is going very well and during the latter part of the year we will be making what we think is a very exciting announcement. “


There has been no consultation with the unions nor has there been any announcement.



Health Warning.


There are service providers  / dealers operating in some provinces who are selling laptops to teachers with the assurance that the purchase contract for the laptop is part of the TLI.


NAPTOSA wishes to advise teachers to check with their provincial departments  regarding the purchase of the laptop and financing arrangements  and not to rely on the word of the salesperson.


As far as NAPTOSA is aware, the TLI has been referred to National Treasury for consideration and that once they have completed their deliberations on the funding, the Department of Basic Education will be in a position to provide more information.
