Online Digital Content Resource Support:

The following portals provide access to free online content resources:

  • DBE website (zero-rated) at https://www.education.gov.za provides links to Learner Support Packages
  • DBE and Bhelela partnership online portal (zero-rated) at http://dbecontent.bhelela.com provides access to state-owned e-textbooks, teacher guides, study guides, e-workbooks, ePub and HTML formats as well as other Open Education Resources (OER)
  • Provincial e-Learning portals (zero-rated) provide access to free educational resources

Zero-Rating Educational Websites

Department of Communication and Digital Technologies( DCDT) issued directions (Government Notice N0.318) requiring Electronic Communications Services Licensees such as MTN, Cell C, ISPA, Liquid Telecom, Rain, Telkom and Vodacom to “zero-rate” access to local educational content websites. 330 applications submitted via DBE of which:

  • 30 DBE & PED Websites/e-Learning Portal;
  • 215 School Websites and Learning Management System(LMS) platforms : and
  • 85 Organisations platforms with education content resources. - Status report of zero-rated websites is published on DBE website and updated monthly.

TV Broadcasting Support: eMedia Investments (ETV) & DBE Broadcasting Partnership

  • Currently broadcasting lessons on Openview HD platform (channel 122) SABC TV and DBE Partnership
  • Currently broadcasting lessons on SABC TV Channel 2 and 3. Mindset Network
  • Currently broadcasting lessons on both openview HD platform (channel 134) and DSTV channel (317 & 319)
  • Also provides support to teachers and learners via YouTube video channel.
