THE INCREMENTAL INTRODUCTION OF AFRICAN LANGUAGES (IIAL) POLICY

 

The Department of Basic Education (DBE) draft IIAL policy requires all learners to offer three languages (previously two), i.e. one at Home Language level and two languages at First Additional Level (FAL). One of the three languages must be an indigenous African language.

The DBE anticipates implementing the IIAL policy incrementally, commencing in Grade 1 in 2015 and will continue until 2026 when it will be implemented in Grade 12.

 

NAPTOSA embraces and supports the intention of the Introduction of African Languages (IIAL) policy.  NAPTOSA acknowledges that multilingualism is an important tool for social cohesion, and for individual and social development, however, NAPTOSA has serious concerns about aspects of the policy, its impact on learners, and other implementation issues.
