INFORMATION SESSIONS FOR FETC STAFF ON TRANSFER TO DHET:  NAPTOSA WITHDRAWS ITS PRESENTERS

 

We referred to the proposed information meetings for college representatives in News Flash FET 1 of 2013.  The information meetings have now been scheduled and 2 teams, consisting of DHET and labour representatives will address management staff and staff representatives over the next ten days.    

 

In NAPTOSA’s opinion, staff cannot be transferred unless the two FETC bargaining units have entered into agreements on how staff will be transferred, how the employment of persons who are not transferred will be protected, how conditions of service are protected, what will happen to individualised conditions of service, etc.   We reported in the previous news flash that we started working on such a collective agreement in the ELRC (for lecturers).  That draft agreement is far from being finalised.  The result is that staff members may not get all the answers to their questions during the information meetings as unions and DHET are still engaged in discussions.

 

Of major concern is, however, that DHET is insisting that the date of transfer will be 1 April 2013.  NAPTOSA is not convinced that the agreements would have been signed by that date or that due process (still to be agreed upon) would have been followed.  Our concern relates to all post levels that are to be transferred.

 

In view of the fact that no agreement has been reached yet between labour and DHET, we are of the opinion that being part of the presenting team will create the impression that we agree with the implementation date, and by implication, that we are satisfied that negotiations and implementation will be concluded in two weeks’ time (information sessions continue until 12 March).  The principals of CTU:ATU (consisting of NAPTOSA, SAOU, PSA, NATU, PEU and HOSPERSA) yesterday decided to withdraw its presenters from the information sessions. 

 

Although the CTU:ATU unions will not actively take part of the presentations, we informed the ELRC and DHET that we will attend all the information sessions and reserve our right to take part in the discussions following the presentations. 

 

NAPTOSA remains committed to ensuring that the transfer process runs smoothly and all our members’ interest is protected.

 

At a formally convened meeting each campus will now have to nominate two employees to attend the information meetings;  one lecturer and one support staff member (excluding management).  The information meetings have been scheduled as follows:
