Description of post:  The core description of this post includes:

 

ü Co-ordinate national negotiating teams and liaise with national ELRC and PSCBC    

ü Co-ordinate NAPTOSA/CTU-ATU caucus meetings

ü Co-ordinate training of negotiators and FTSSs

ü Disseminate reports received from representatives in ELRC, PSCBC, task teams etc. to provinces

ü Table reports at relevant committee meetings

ü Co-ordinate mandating processes

ü Liaise with legal counsel on national matters, if required

ü Assist with national disputes/arbitrations

ü Provide information on Conditions of Service, legal and labour matters to NAPTOSA officials in provinces

ü Keep up-to-date with legal and labour and Conditions of Service developments

ü Prepare communications to provinces on developments regarding conditions of service (educators as well as public servants), basic conditions of employment etc.

ü Co-ordinate attendance of labour conferences etc.

ü Comment on legislation and departmental policies

ü Co-ordinate requests for comment/inputs from provinces and collate/draft comment on legislation, Conditions of Service, etc. and development of policy/position papers

ü Co-ordinate sourcing legislation, policy documents etc.

ü Co-ordinate nomination process of FTSS

ü Represent union in committees/task teams etc. as required

ü Comment on draft collective agreements and departmental policy documents

ü Co-ordinate activities of the national Conditions of Service portfolio committee

ü Handle labour matters arising from meetings

ü Liaise via PCEO with provincial Conditions of Service committees. 

ü Refer members’ queries directed to head office to relevant province

ü Office functions as allocated.

 

 

Requirements:  A suitable teaching or equivalent qualification of at least REQV 13.   Sound knowledge of Labour Relations matters, and Conditions of Service of Employees in education and in the broad Public Service.  Must have sound IT literacy skills.  Must have excellent organisational and communication skills.

Remuneration package:  Salary equivalent to Post level 3 from R260 031.00 per annum, 13th cheque, pension, housing allowance, medical aid subsidy and a generous leave allocation.

Information:   The date of appointment will be 1 MAY 2013 or as soon as possible thereafter.  Office is situated in Pretoria.

Minister declares policy on matters Curriculum and Assessment

 

On 28 December 2012 the Minister of Basic Education issued two Government Gazettes declaring policy on the following matters

1      Government Gazette No 36042 (issued in terms of both NEPA and SASA) declared that the draft policies of September 2011 on (i) National policy pertaining to the programme and promotion requirements of the National Curriculum Statement Grades R – 12, and (ii) National protocol for Assessment Grades R – 12 are now adopted as policy.

The documents may be downloaded from either the DBE website www.education.gov.za (go to documents, then policies and find them at the bottom of the page – remember they were issued as draft policies in September 2011); or the Thutong website www.thutong.doe.gov.za.

 

2    Government Gazette No 32041 (issued in terms of SASA) announces approval of the Regulations pertaining to the National Curriculum Statement Grades R – 12.  These regulations are applicable to both public and independent schools.  In particular members should note that an error in the draft (on page 13) concerning the Promotion and Progression Requirements, Grades R – 12, (Foundation Phase) has been corrected.  It is clear that promotion in the foundation phase requires all three requirements (i.e. adequate achievement (level 4) in one official language at Home Language level AND Moderate Achievement (level3) in the second required official language at First Additional Language level AND Moderate Achievement (level 3) in Mathematics)  The draft indicated OR.
