The DBE issued a number of Circulars in the last few months of 2013 which impact on certain subjects at Grade 10-12 level. It is important to take note of these since they will be effective for 2014. We have listed a brief overview and description of what each Circular is about. You may download copies of each of these Circulars from:

Circular S5/2013: Clarification on the Grade 12 Programme of Formal Assessment in the Curriculum and Assessment Statement (CAPS) for implementation in January 2014.
During the CAPS orientation with subject advisors the DBE became aware of a number of misunderstandings. This Circular seeks to clarify the inconsistencies and inaccuracies in the calculation of the School Based Assessment (SBA). The national department has published these as errata. These are contained in an Annexure to the Circular S4/2013.
Circular S6/2013: Updated content on the Domestic Tourism Growth Strategy (DTGS) to be studied as listed in the Tourism Curriculum and Assessment Policy Statement
The Curriculum and Assessment Policy Statement for Tourism makes provision for the latest version of the Domestic Tourism Growth Strategy (DTGS) to be studied on pages 9 and 25 of the Grade 11 teaching plan – see bullet 5, which reads “... the latest version of the Domestic Tourism Growth Strategy.”
Since the writing of CAPS, the strategy referred to as the latest version of Domestic Tourism Growth Strategy (DTGS) published in May 2004 has changed. Circular S6/2013 contains tables for Grade 11 which must replace the content on page 25 of the Tourism Curriculum and Assessment Policy Statement (CAPS) Grades 10 – 12.
Circular S7/2013: The structure of Grade 12 Business Studies Examination Paper
This Circular must be read in conjunction with the Business Studies Curriculum and Assessment Policy Statement (CAPS) issued by the DBE in January 2012. Circular S7/2013 seeks to clarify the structure of the Business Studies examination in the FET band and contains a table which reflects the structure of the examination paper, the description per section, marks allocation and time guide. Take note of how Section B will be structured.
Circular S9/2013: Standardisation of Software Tools to implement and Assess Computer Applications Technology (CAT) and Information Technology (IT)
The DBE has identified a need to standardise the software tools for implementing and assessing Computer Application Technology (CAT) and Information Technology (IT) for schools that write the National Senior Certificate (NSC) examinations. The reasons for standardisation include
- Delivering the full curriculum as set out and intended in the Curriculum and Assessment Policy Statement (CAPS) for CAT and IT.
- Impact on learner and teacher migration and developing of resources; and
- Impact of different software tools and versions on the NSC examinations.
CAT: As the standardisation of the CAT tools do not require any training or new resources, from January 2014 and November 2014, the DBE will only use Microsoft Office to respectively implement the CAT curriculum and assess CAT as part of the NSC examinations. Furthermore, only the latest two versions of MS Office will be used (ie MS Office 2010 and MS Office 2013). It should be noted that the screen reader required by visually impaired learners will be standardised on the latest version of Jaws. Please note that the standardisation does not affect e-learning/ICT integration in other grades where any software tool considered appropriate could be used.
IT: The programming language to implement the IT curriculum will be standardised using Delphi. Due to training requirements for provinces currently using Java, implementation will be as follows:
ü Grade 11 in January 2015
ü Grade 12 in January 2016
As from November 2016, the DBE will only use Delphi for assessment in the IT NSC examinations.
