Statement on false rumours - re 7 % salary adjustment


It has come to NAPTOSA’ s attention that there is a union, that is not part of the PSCBC, spreading false rumours regarding the debacle around the 7% salary adjustment for the public service with effect from 1 April 2015.

According to the said union, the trade union parties to the PSCBC were well aware of the fact that, despite settling with the employer on a 7% increase for 2015/16, the employer would be deducting 0,6 %. This is completely false.

Whilst no public service union can deny knowledge of a provision in PSCBC Resolution 1 of 2012 that provided for the deduction (from the following salary adjustment) where the actual average CPI for a period was lower than the projected CPI, we are unified in our interpretation that it pertained only to the salary adjustment periods contained in that Resolution, which periods lapsed on 31 March 2015. In other words, whatever salary provisions were contained in Resolution 1 of 2012, they only applied for the financial years 2012/13 to 2014/15 as clearly spelt out in the objectives of the Resolution.

It must furthermore be understood that on 19 May 2015, when the wage agreement enjoyed majority signature, there was an unambiguous understanding between Labour and the Employer that, with effect from 1 April 2015, public servants would be receiving a 7% salary adjustment. This understanding was subsequently confirmed by representatives of the Employer in private discussions. During 8 months of negotiations there was never any indication from the side of the Employer that they believed that the above-mentioned provision would have any bearing on the 2015/16 wage adjustment, or that they intended invoking the provision. Public Service trade unions therefore accepted that the Employer had negotiated in good faith when they agreed to the 7% wage adjustment.

Members are advised not to believe the criticism and false claims of a union that has not been part of the negotiation process in the PSCBC. This is nothing but sheer opportunism and an attempt to bolster their membership by creating unhappiness among members of the recognised public service unions.
